What is smOnePortCfgLinkState?
This read-only enumeration reports the current operational link state of a port on Switch Module 1: down, up, or initialized. Admins poll it to see whether a port has actually established a working link, as opposed to just being administratively enabled. For example, a port stuck at initialized(2) on Switch Module 1 after a cable swap suggests the link is negotiating but hasn't yet come fully up.
