An admin who has just issued a componentServiceResetCmd reset uses this value to know how long to wait before polling componentServiceResetStatus to confirm the aux power state actually changed. For example, a value of 15 tells the admin not to expect the status field to update in less than 15 seconds after a virtual reseat.
