What is componentPowerDetailsPcapMax?

This read-only string reports the maximum power-capping wattage a component supports, and when Dynamic Power Saver is a factor the value may appear as two numbers separated by a comma reflecting the cap with that feature enabled versus disabled. Admins use it as the upper bound when setting a power cap via componentPowerDetailsMaxPowerConfig. For example, a Pcap Max value like '400 Watts,350 Watts' tells an admin the component tops out at 400 watts normally but only 350 watts once Dynamic Power Saver is enabled.
