What is componentPowerDetailsPcapGuaranteedMin?

This read-only string reports the guaranteed minimum power-capping wattage a component supports, distinct from the plain minimum, again returning 'notApplicable' or 'notAvailable' as appropriate. Admins rely on this guaranteed figure when they need assurance a component will still function reliably at its lowest cap setting. For example, an admin choosing a conservative power cap for a densely packed chassis prefers to stay at or above this guaranteed minimum rather than the absolute Pcap Min, to avoid instability.
