What is bladeDetailsPcapMax?

This value reports the maximum power capping value, in watts, for a blade with advanced power management support, potentially showing two values separated by a comma depending on whether bladeDetailsDynamicPowerSaver is enabled, and returning notApplicable if capping is unsupported. It tells an admin the highest wattage ceiling available for that blade, which can shift depending on whether dynamic power saver is active. For example, a value like 550 Watts,500 Watts would mean the cap tops out at 500 watts once dynamic power saver is enabled, versus 550 watts when it is off.
