This RowStatus column controls creation and deletion of a ToD/PPS 16 Port Expansion Card table entry, and per its description only supports createAndGo(4) to provision the row and destroy(6) to remove it. It matters because all of the ToD/PPS 16 Port Expansion Card's mandatory configuration attributes must be supplied in the very same SNMP SET request that sets todPps16PortCardRowStatus to createAndGo(4), or the row will not become active. For example, a provisioning tool adds a new ToD/PPS 16 Port Expansion Card entry by sending one SET containing every required attribute together with todPps16PortCardRowStatus=createAndGo(4), and later removes it by setting todPps16PortCardRowStatus=destroy(6).
