What is todPps16PortCardAdminState?
This is a read-write AdminState object that records the administrator's intended service state for the ToD/PPS 16 Port Expansion Card, separate from its actual operational condition. Network operators care about it because it is the control they use to deliberately disable the ToD/PPS 16 Port Expansion Card for maintenance without the system reporting a spurious hardware failure. For example, a maintenance window script sets this object to out-of-service on the ToD/PPS 16 Port Expansion Card at the start of the window and restores it to in-service once work is confirmed complete.
