What is shelfSecondaryState?
This read-only SecondaryState reports the secondary state of the shelf. An admin cares because it adds nuance beyond the shelf's primary operational/administrative state, such as flagging a fault or an uninitialized condition. For example, shelfSecondaryState might report 'not-initialized' shortly after the shelf is powered on, before it becomes fully operational.
