This read-write AdminState lets an operator set the administrative state (such as in-service or out-of-service) of the GE 4 Port Expansion Card, independent of what the hardware is actually doing. It matters because taking the GE 4 Port Expansion Card administratively out of service is the sanctioned way to silence its alarms and stop traffic through it before a technician swaps or reseats it. For example, before replacing a suspected faulty GE 4 Port Expansion Card, the operator sets this object to out-of-service so the operational-state alarms it raises during removal are expected rather than treated as an outage.
