This matters in protected-port setups, where an admin needs a way to force a cutover away from a degraded port on the Ethernet NTE GE114ProC Card without physically touching the card. During a planned test of protection switching on the Ethernet NTE GE114ProC Card, an admin would use this OID to force the cutover and confirm traffic follows the standby port as expected.
