This read-write RestartType value lets an administrator trigger a restart action on the Ethernet GE-4E connector card remotely over SNMP rather than requiring a hands-on power cycle. It matters because it gives operations staff a way to recover a hung or misbehaving card without a site visit. For example, if a Ethernet GE-4E connector card stops responding to its data plane but is still reachable for management, setting this OID to the appropriate restart value reboots just that card.
