This read-write AdminState lets an operator set the administrative state (such as in-service or out-of-service) of the CLK 16 Port Expansion Card, independent of what the hardware is actually doing. It matters because taking the CLK 16 Port Expansion Card administratively out of service is the sanctioned way to silence its alarms and stop traffic through it before a technician swaps or reseats it. For example, before replacing a suspected faulty CLK 16 Port Expansion Card, the operator sets this object to out-of-service so the operational-state alarms it raises during removal are expected rather than treated as an outage.
