This read-only gauge reports the number of physical units (PUs) currently attempting to establish a connection but not yet active. An administrator watches it to detect PUs stuck trying to connect, which can indicate a connection-setup problem rather than a simple offline unit. For example, a persistently nonzero statSystemSp count would tell the administrator that some units are repeatedly attempting and failing to connect, warranting investigation into the connection setup process.
