An administrator uses it to clear accumulated counters before starting a fresh troubleshooting session or after resolving an issue, so subsequent counter growth reflects only new events. For example, after replacing a faulty cable that was causing frame aborts, the administrator would set statSystemResetCounters to yes and then watch whether the abort counters stay at zero going forward.
