This read-only counter increments every time this SVC's link goes down for at least one second, and if it is not restored within the configured LINK TIMEOUT, the unit logs a LINK SVC DOWN alarm. An administrator watches it to catch on-demand circuits that are flapping even when they recover quickly enough to avoid a full alarm. For example, an SVC with a growing statSvcRestart count but no LINK SVC DOWN alarm would tell the administrator that circuit's calls are repeatedly bouncing just under the alarm threshold.
