Description: State of the CC, enabled means running, disabled means not running

What is ccOperState?

This read-only enumeration reports whether the Clarent Command Center process is currently running (enabled) or stopped (disabled), mirroring the gwOperState object but for the Command Center rather than an individual gateway. It's the top-level go/no-go check for the management tier overseeing potentially many gateways. For example, if ccOperState reports disabled, an admin should expect that gateways relying on this Command Center for routing/coordination may be affected even if each gateway's own gwOperState still shows enabled.
