What is rlIgmpSnoopMembershipExcPortlist?

This read-only bitmask lists ports that sent an IGMPv3 exclude-mode report for a group-and-source pair, meaning those ports want the group's traffic but explicitly excluding that particular source. An administrator uses this to debug source-specific multicast filtering, where a host wants a channel but is blocking one particular unwanted source. For example, if a host receives unwanted duplicate multicast streams, rlIgmpSnoopMembershipExcPortlist confirms whether its port successfully registered an exclude filter for the offending source.
