This read-create RowStatus object governs creation, activation, and deletion of Policer rows. An admin uses this to commit a newly configured policer, with its name, type, CIR and CBS, and action, into active use, or to remove one no longer referenced by any class map or interface. For example, after configuring a new rate-limiting policer's parameters, the admin sets this object to createAndGo to activate it so it can be referenced by class maps.
