An admin sets this to the actual bandwidth cap they want enforced on a given traffic class, such as limiting a guest network to a set rate so it cannot consume bandwidth needed by business-critical traffic. For example, an admin capping a guest-Wi-Fi traffic class to 1 Mbps would set this CIR value to 1000 kbps.
