What is rlQosOutQueueStatisticsVlanAll?
This read-write TruthValue indicates whether this outbound-queue-statistics entry is configured to span all VLANs rather than the single VLAN specified elsewhere in the entry. It's a shortcut letting an admin capture aggregate queue statistics across every VLAN on the port without configuring one entry per VLAN. For example, an admin doing a broad capacity assessment would set this to true to get combined statistics for all VLANs riding a trunk port.
