What is rlQosNewDscp?
This read-create integer (0-63) specifies the new DSCP value that a QoS class or policy will stamp onto matching packets. Admins use it to remark traffic so that downstream devices treat it according to the desired service class rather than whatever DSCP it arrived with. For example, setting this to 46 (EF) on a voice class-map remarks VoIP packets so the rest of the network prioritizes them ahead of best-effort traffic.
