What is rlQosCirQueue4?

This read-create integer specifies the CIR for queue 4, with a value of 0 meaning shaping isn't active for that queue. It lets an admin set a guaranteed sustained bandwidth ceiling for whatever traffic class is mapped to queue 4. For example, setting queue 4's CIR to 8000 kbps would shape an important application queue to roughly 8 Mbps regardless of available link headroom.
