What is rlQosCirQueue2?

This read-create integer defines the CIR for queue 2, where a value of 0 means no rate shaping is currently applied to that queue. Setting a non-zero CIR here lets an admin guarantee, and cap, a sustained bandwidth allocation specifically for queue 2's traffic class. For example, an admin might configure queue 2's CIR at 5000 kbps to bound a bulk-transfer application's queue well below the total port speed.
