What is rlQosCirQueue1?

This read-create integer sets the Committed Information Rate (CIR) for queue 1, with 0 meaning shaping is not active on that queue. CIR defines the guaranteed sustained rate the queue is shaped to, so admins use it to cap how much bandwidth queue 1's traffic can consume even when link capacity is available. For example, setting queue 1's CIR to 2000 kbps would shape that queue's traffic to roughly 2 Mbps, leaving 0 only if shaping should be turned off entirely.
