What is rlQosCbsQueue3?

This read-create integer sets the CBS for queue 3, where 0 means burst shaping is not currently active on it. It determines the size of the traffic burst queue 3 is allowed above its CIR before the switch begins shaping or dropping excess packets. For example, a small CBS on queue 3 would cause even brief traffic spikes above its CIR to be shaped almost immediately.
