Description: Specifies the index in rlPolicyServiceClassTable denoting the service class to which the packet should be assigned after the action specified in this entry is carried out. A value of 0 means that no Service class is assigned. A value of 0 is legal only for routedIp packets in Diffserv mode on Inbound processing.

What is rlPolicyActionServiceClassPointer?

This read-write integer indexes into rlPolicyServiceClassTable, identifying which service class matched traffic should be reassigned to after the action runs, with 0 meaning no assignment (legal only for routed IP traffic in DiffServ mode on inbound processing). It's the mechanism that actually attaches classified packets to a QoS queue rather than leaving them at their default treatment. For example, a rule classifying bulk FTP traffic could point this at service class 2 so those transfers land in a lower-priority queue instead of competing with interactive traffic.
