What is rlPolicyActionChangeNewDscpNonConform?
This read-write integer specifies the new DSCP value applied to non-conforming packets when re-marking is enabled on this rule. It lets an admin choose exactly which lower-priority DSCP code point excess traffic is downgraded to. For example, setting this to 0 (best effort) ensures traffic exceeding its committed rate loses any priority treatment across the network.
