An admin configures this to control where the low end of the histogram's distribution is grouped together, rather than spread across many bins. For example, when setting up a histogram of received signal strength, an admin might set p2mpStartBinValue low enough that all abnormally weak readings collapse into a single 'below threshold' first bin.
