This read-create object triggers an action, such as start or clear, on a given histogram specification, and per the desc a histogram that has already been successfully captured must be cleared via this object before a new capture can begin. It's the control lever an admin uses to actually kick off or reset a data collection cycle. For example, after reading out a captured histogram's results, the admin sets p2mpHistAction to clear it so the same specification can be reused for the next measurement window.
