It gives an admin the hardware floor for transmit power when tuning cwrTxPower on a short link where less power is desirable to avoid overdriving the receiver. For example, on a very short hop between two closely spaced sites, an admin might set cwrTxPower near the value reported by cwrMinTxPower to avoid saturating the far-end receiver.
