The calculation is not based on per-connection or per-peer basis.

What is cwoDrePerfStatsDecodeAvgMsgSize?

This read-only Unsigned32, in bytes, indicates the average size of all messages handled by DRE during decoding (from the WAN side), as a since-last-reset aggregate not tied to a specific connection or peer, and per the description message size is an important factor in DRE performance. An admin uses this as the inbound counterpart to the encode average message size, helping characterize the granularity of traffic arriving from the WAN. Comparing encode and decode average message sizes can reveal whether traffic patterns differ significantly between the two directions.
