What is cwoAoStatsOperationalState?
This read-only CwoAoOperationalState object indicates the operational state of the AO, showing shutdown if the AO isn't configured or its license isn't valid. An admin uses this as the top-level status check for a given Application Optimizer, then drills into cwoAoStatsIsConfigured and cwoAoStatsIsLicensed to find the specific cause if it shows shutdown. Seeing this in a running (non-shutdown) state confirms both configuration and licensing are in order for that AO.
