An admin uses this as the reference point for interpreting all the other since-last-reset counters for that AO, since those counters' totals are only meaningful relative to this timestamp. Many other objects in this MIB explicitly reference this timestamp as their discontinuity point, so an admin comparing counter values across AOs must check this timestamp for each to ensure a fair comparison.
