An admin compares this against cwoAoSmbxStatsRemoteAvgTime to quantify exactly how much faster locally-cached SMB responses are than ones requiring a round trip to the file server. A local average time that's unexpectedly close to the remote average time would suggest the local cache isn't providing the expected latency benefit.
