This read-only counter tracks how many of the cells received on ingress were actually forwarded on to the network after passing through policing and ingress queueing, making it the count of surviving traffic rather than everything that arrived. An administrator compares this against ingrRcvCells to measure how much traffic was policed or dropped before ever reaching the network side. A large and growing gap between the two counters signals aggressive policing or ingress congestion on that port.
