Disabling it, or leaving it disabled, locks those three rate parameters from being changed, so an administrator must explicitly enable foreSight before tuning quiescent, minimum, or peak information rates. For example, an engineer who needs to adjust mir on a connection would first have to set foreSightEnable to enable, since attempting to change mir while foreSight is disabled would be rejected.
