What is chanIngrXmtCellRate?
This read-only gauge reports the real-time rate, in cells per second, at which cells are actually being transmitted onward after UPC policing and ingress queueing have been applied, giving the "as delivered" rate rather than the raw offered rate. Admins compare this against chanIngrRcvCellRate to see the practical effect of policing and queueing on the channel's throughput. For example, a chanIngrXmtCellRate noticeably lower than chanIngrRcvCellRate would confirm that a meaningful portion of the raw incoming traffic is being shaped or discarded before transmission onward.
