This read-only gauge reports the percentage of the channel's reserved bandwidth (its PCR) currently being used, measured before UPC policing or ingress queueing, with the ceiling allowed to go up to 200% to reflect that a connection can be legitimately oversubscribed relative to its own PCR at the raw offered-load stage. Admins use this to see how the raw incoming traffic compares to what the connection is actually provisioned for, distinguishing between a connection simply using its full allocation (100%) versus one significantly exceeding it before any policing intervenes. For example, chanIngrRcvUtilization reading 150% would tell the admin the raw incoming traffic is 50% above the channel's configured PCR even before UPC has a chance to police it down.
