What is chanIngrRcvCellRate?

This read-only gauge reports the real-time rate, in cells per second, at which cells are being received from the port on this channel, measured before any UPC policing or ingress queueing is applied, with a practical ceiling around 5000 reflecting that a clear-channel E1 tops out near 4830 cells/sec. Admins use this as the live, unfiltered view of incoming traffic volume, useful for seeing the raw offered load before any shaping or discard takes effect. For example, an admin seeing chanIngrRcvCellRate spike toward the E1 rate ceiling would expect corresponding discard or CLP-tagging activity downstream if the connection's policing rates are lower than that raw incoming rate.
