What is chanIngrEfciSetXmtCells?

This read-only counter tallies the number of cells transmitted onward to the network with their EFCI bit set, measured after policing and queueing have already been applied, meaning these are cells this switch itself flagged as congested (or passed through already-flagged) on their way out. Admins use this to see how much of the outbound traffic on this channel is carrying a congestion signal by the time it leaves this switch, which downstream ABR-capable devices will use to throttle back. For example, a rising chanIngrEfciSetXmtCells count would indicate this channel's ingress queue has been crossing its EFCI threshold (ingrQEfciThresh) and actively signaling congestion downstream.
