This read-only counter tallies how many of the cells received in the ingress direction on this channel already had their CLP (Cell Loss Priority) bit set by the sending device, marking them as lower-priority/discard-eligible before they even reached this switch. Admins use this to understand how much of the incoming traffic was already flagged as discard-eligible by the source, as opposed to cells that get CLP-tagged locally by this switch's own UPC policing (tracked separately by chanIngrUpcClpSetCells). For example, a high chanIngrClpSetRcvCells count suggests the customer's own equipment is pre-marking a significant portion of its traffic as lower priority, perhaps intentionally for excess/bursty data.
