This Counter counts cells with disabled channel headers that were received by the Egress Engine on the BNM and subsequently dropped. A growing count means the egress path is regularly encountering cells addressed to channels that have been administratively disabled, which get discarded rather than transmitted. An admin seeing this counter increase after deactivating a channel would treat it as expected behavior, confirming disabled-channel cells are correctly being filtered rather than leaking out to the trunk.
