This read-write value sets the starting VPI of the range reserved for this resource partition, carving out a sub-block within the logical interface's overall bbIfMinVpi and bbIfMaxVpi range. It lets a single logical interface's VPI space be divided among multiple controllers, such as PAR, PNNI, and TAG, each getting its own VPI band.
