An admin uses this figure as the real, live capacity ceiling for inbound IMA traffic, which shrinks whenever a link drops out of the active set. For example, if one of four T1 links in the group fails, this value would drop by roughly a quarter, signaling reduced available receive bandwidth even though the group as a whole remains "up."
