This read-write flag tells the card whether the LCN, local VPI, VCI, and VPI resource partition configured for a port has actually been activated for use by the INS and SV+ signalling software. While it reads back 1, an administrator cannot change the port's SVC resource ranges, since the object must first be set back to 2 (NotInUse) to unlock editing. For instance, before adjusting the VCI range on a port, an operator would set ausmPortSvcInUse to 2 so the change is accepted, then set it to 1 once INS/SV+ should begin using the new partition.
