What is ausmChanIngrPercentUtil?

This read-write integer sets the expected percentage utilization of a channel's ingress service rate, a value fed into the card's connection admission control (CAC) logic to determine whether new connections can be accepted without oversubscribing available bandwidth. Admins configure this based on the anticipated actual traffic load of the connection relative to its provisioned rate, helping CAC make realistic bandwidth-allocation decisions rather than always assuming full-rate usage. For example, setting ausmChanIngrPercentUtil to a modest value for a connection known to run well below its provisioned rate allows CAC to admit additional connections that share the same physical bandwidth pool.
