An admin sets this when a profile needs a reliable minimum upload rate regardless of network congestion, such as for a device that must reliably push status data. For example, a profile for a critical uplink-only sensor feed might request a guaranteed uplink bit rate to ensure it isn't starved during network congestion, even if it never needs the maximum rate.
