An admin checks this to confirm whether the network is guaranteeing in-order delivery as required, or negotiated an out-of-order-tolerant setting that could cause issues for order-sensitive applications. For example, if an order-sensitive application starts behaving oddly, the admin would check this negotiated value to rule out the network having granted a different delivery-order guarantee than expected.
