This creatable/settable object configures the minimum acceptable UMTS QoS traffic class for a profile, the floor below which the negotiated QoS class must not fall. An admin sets this as a safeguard: if the network can't negotiate at least this traffic class, the QoS negotiation should not proceed, which is useful for ensuring a profile is never accepted with unacceptably poor traffic handling. For example, a profile for latency-sensitive traffic might set a minimum traffic class that rules out the network ever silently downgrading it to a bulk/background class.
