This is the ordinal position of this stage within the overall sequence of stages that make up the vNIC/vHBA profile-set FSM. An admin or script can use it to know where in the multi-step process a given stage sits, so a stalled stage's order number shows how much of the profile-set push has completed versus what remains. For example, an order value of 2 out of a 5-stage FSM tells the admin the profile push is roughly 40% through before it stalled.
